Community led housing is a growing activity in England, yet significant barriers remain that hinder the sector from making a more meaningful contribution to housing supply and to the resilience and sustainability of communities. These include access to technical support for volunteers and those new to housing development; access to land at an affordable cost; access to affordable capital finance and access to retail mortgages. In addition, the sector suffers from being fragmented and relatively uncoordinated.

This working paper was commissioned by Power to Change to understand what support already exists to assist community led housing groups meet their local housing needs, and what can be learned from what has worked and what has not, to build on good practice to make recommendations to shape future development of local enabling services.
