Jeff Scales

Biography: Jeff Scales is the Head of Services for Locality in the North and has worked in both the public and the voluntary/community sectors over the last 23 years. Jeff originally trained in social housing management and one of his first roles was supporting the development of community managed housing schemes. Jeff has retained an interest in the evolution of community owned housing, including supporting community organisations to pursue CLH schemes.
An example of Jeff’s work over the past year:
Jeff Scales has been working with homelessness charity Methodist Action North West in Preston to develop plans and to bring empty properties into use for young adults and develop brownfield sites. This support has included exploring innovative funding mechanisms including asset transfer and community bonds, developing financial models to understand the viability of different investment offers and exploring the pros and cons and the path to achieving Registered Provider status.
Jeff has also undertaken research on CLH models for Capacity Lab, a Liverpool based infrastructure support organisation. This work included exploring the multitude of investment sources which can support the development of CLH, and exploring innovation in community engagement and accountability.
Jeff is a SFEDI accredited business adviser and has a strong track record in supporting community businesses in areas including governance, business planning, feasibility work, property acquisition and development, public sector procurement, grant funding, and investment readiness.
