The Ministry of Housing, Communities and Local Government (MHCLG) has made £4 million available through the Community Housing Fund Revenue Programme 2021/22 to award grants to eligible community organisations in England (outside of the Greater London Authority area).
The programme will help cover the revenue costs of project-specific activities that will support the development of community led housing proposals. The programme is aimed at schemes which can prove their deliverability and are at the later stages of pre-development.
The grant will fund pre-development work so that schemes can complete the work required to progress the scheme towards:
- submitting a planning application, and/or
- submitting a capital funding bid, and/or
- getting to start on site.
The pre-development work funded must be completed by the end of March 2022 so we encourage you to submit your applications as soon as possible to maximise the time you have to spend the grant.
The Programme will not be suitable for groups who are just forming and need start-up support, or schemes that are at an early stage of pre-development. How to apply
Filling in the Eligibility Checker
If you are a community organisation please complete the online eligibility checker. Once you have submitted the eligibility checker, an email containing a unique link to the online application form will be sent to you overnight.
We request that you complete the eligibility checker as soon as you can and by 20th September if possible, so we can assess demand for the programme.

If you answer Yes to all the questions, you will be asked to submit your contact details and provide some initial information to help the funder understand the likely demand for the funding.
You will be asked;
- how much grant you are intending to apply for
- the total number of homes you aspire to build or refurbish
- the likely quantity of Community Housing Fund grant per unit
You will be able to change the information given at a later stage in your application form.
Filling in the Online Application Form
The application form asks you upload a number of supporting documents. A list of these can be found in Appendix 1 of the Prospectus. We encourage you to start compiling these documents as soon as you can to help you submit your application quicker.

You will need to upload this spreadsheet to your online application form.

Here are a couple of templates that might be useful to use or look at, but it is not a requirement to use them:
Local Authorities, Housing Associations, Town and Parish Councils
If you are a local authority, housing association, town council or parish council, who is initiating a Developer-Community Partnership then please fill in the expression of interest form below so we can discuss whether your project might be eligible for the programme.
If you do not have an incorporated community organisation partner who can apply to the fund and your community led housing project is recruiting ‘founder members’ from within the community and supporting them to take over ownership, stewardship and/or management of the homes you are developing, then you might be eligible to apply for funding. Once we have discussed a project’s eligibility, Community Led Homes will invite you to apply via email.
If you are a housing association, local authority, town council or parish council who is working with an incorporated community organisation, please support the community organisation to apply to the programme.

Where to get support
To determine whether the Programme is suitable for your housing scheme, applicants are invited to contact their local Enabler Hub for advice. Details of your local Enabler Hub can be found here.
We recommend that you seek advice from a community led housing advisor before applying to the Programme. An experienced advisor will be able to help you to consider the costs you are likely to incur and help you put together a budget.
